Shouldn’t “national months” include “national days”?
February is National Snack Food Month, while April 26th is National Pretzel Day and January 29th National Corn Chip day. There are hundreds of others:

Should there be some federal legislation that coordinates the celebration and promotion of related individual days within calendar months that are designated for groups of celebrated items?
* Sweet and Sour: That’s precisely my point. You or I could designate tomorrow national chocolate-dipped brussel sprout day and there’s nothing anyone could do about it. In addition to requiring that designations fall into certain types of food categories, and hence the proper month, the federal government could recognize these special days by granting federal employees an extra 15 minute break to appreciate and savor these delicacies and require private employers to do the same.
The Federal government does not regulate or legislate people being able to say today is national Rocky Road Ice Cream day. You, or I, or any manufacturer could “manufacture” a holiday to promote whatever we are selling. There are just a few federal holidays, a short list really.
